In the absence of documents proving educational qualifications (such as certificate and/or diplomas), authenticated and translated under the terms of the provisions of Article 7 of Decree-Law no. 227/2005, of 28 December, and in accordance with the stipulations of Article 10 – “Special Situations” – of the same legislation, the following documents must be submitted:
1) A sworn statement by the person himself or herself, if of legal age, or of his or her guardian or legal substitute, if a minor, indicating the years of school attendance in the country of origin, if possible;
2) Declaration issued by an entity with jurisdiction for this purpose (such as the Foreigners and Borders Service – SEF, Portuguese Refugee Council – CPR) justifying the exceptional situation of the applicant “Refugee Status”.
If the applicants hold any documents that could serve as references as to their educational qualifications, they should be included in their process.
In the case of students in the 1st, 2nd or 3rd year of primary education in a situation of repeated “deadlock”, subject to consultation with the Regional Directorate of Education (DRE), when submitting authenticated and/or translated documents, who are in the situation provided for in Art. 10(1) of DL 227/2005, of 28 December, and who have successfully completed at least one school year in the Portuguese education system, who are deemed unable to meet the provisions of paragraph 2 of the same article, the school principal may, subject to a justified opinion, dispense with the application of paragraph 3 of the same article and thereby decide on the placement of the student in the school year in which he or she achieves success. With the exception of the following applications:
– Equivalence for refugees;
– Equivalence for work (applicants outside school age).
