Accessibility and Usability Statement

The Regional Directorate of Communities is committed to providing the Immigrant’s Guidewebsite in accordance with Decree-Law No. 83/2018, of October 19, which transposes Directive (EU) 2016/2102 of the European Parliament and of the Council on the accessibility of the websites and mobile applications of public sector bodies.

I. Compliance Status

The Immigrant’s Guide website ofthe Regional Directorate of Communities is partially compliant with Decree-Law no. 83/2018 of 19 October.

The non-compliance and/or exemptions are listed below.

Non-compliance and/or exemptions

A. Listing of the sections / content / functionsofthe website,which is non-compliant and/or exempt:

  • The 1st link on the page does not allow you to jump to the main content.
  • In some sections the color contrast is lower than the minimum ratio allowed by the WCAG.
  • Video without subtitles/transcription.

B. Reasons that underlie the non-compliance by the content indicated above:

  • The inclusion of the Azores Regional Government top menu bar contains links to external content other than the main content. This is a requirement for Azores Regional Government websites.
  • The choice of colors and their contrasts is an aesthetic choice made by the website builder.
  • The videos are provided by third parties, in which case reference is made to paragraph c) disproportionate charges, in relation to which the temporary exception under Article 6 of Decree Law No. 83/2018 and Article 5 of Directive (EU) 2016/2102 is invoked.

II. Preparation of this accessibility and usability statement

This statement was updated on 2023-04-21.

Pursuant to article 9 of Decree Law No. 83/2018, entities must adopt the following monitoring procedures. Procedures A) and B) are mandatory. Procedure C) is recommended.

 A. Automatic assessments completed

    • Tool used: accessMonitor version 2.1
    • Sample: 10 pages.
    • Main results (summary): An 8.4 rating was obtained on the accessMonitor version 2.1 scale. Level ‘A’ compliance was not achieved due to the first link displayed on the page not being to the main content (conflict with the Azores Regional Government top menu bar). ‘AA’ level compliance was not achieved due to the contrast ratio in some text due to page design choices.

B. Manual assessments completed:

    • Sample: 2 pages.
    • Main results (heuristics satisfied/total heuristics applied): 16/20

C. Usability testing by people with disabilities:

The website has not yet been tested by disabled users.

IV. Other evidence

When completing this Declaration, the Regional Directorate of Communities has not submitted other evidence of efforts to bring its website into compliance with the accessibility requirements of Decree-Law no. 83/2018, of 19 October.

V. Reporting situations of discrimination

Pursuant to article 13(1) of Decree-Law no. 83/2018, of 19 October, whenever a person with disability is subject to less favorable treatment than that is or may be afforded to another person in a comparable situation, constituting a discriminatory practice against people with disabilities, provided for and sanctioned under the terms of article 4 of Law no. 46/2006, of 28 August, the person in question may file a complaint pursuant to the provisions of Decree-Law no. 34/2007, of 15 February.

The National Institute for Rehabilitation (INR, I.P.), provides a form for reporting situations of discrimination, and forwards any complaints that are submitted to the competent entities. Each year, INR, I.P. prepares an annual report on the application of the law that prohibits and sanctions discrimination on the grounds of disability and of the existence of aggravated health risk (Law No. 46/2006 of August 28).
