What is it

Equivalence of foreign qualifications for any legal purpose (further studies, professional purposes, and other purposes).

NOTE 1: Obtaining equivalence varies depending on the qualifications successfully completed in the foreign country. There are tables of equivalence published and organized by country, specifically those found in Directives no. 224/2006, of 8 March and no. 699/2006, of 12 July. If any country is not included in the aforementioned directives, equivalences are granted on a case-by-case basis by the Regional Directorate of Education. The educational establishments must submit the original paperwork for the process by post.

NOTE 2: Students in compulsory education must be conditionally enrolled in the educational year following the one that has been successfully completed overseas while the paperwork for the equivalence process is completed. If the student is in possession of the necessary documentation, the process should be carried out quickly at the school itself.

Who is it intended for

Foreign citizens who are resident or non-resident in Portuguese territory, holding documents proving their educational qualifications.

Required Documents

Certificate issued by the foreign school in the country of origin and the transcript, authenticated by the Portuguese embassy or consulate in the foreign country or by the embassy or consulate of the foreign country in Portugal, or by the Hague Apostille for member countries, as available at https://www.hcch.net/pt/states/hcch-members.

NOTE: If written in a foreign language, any documents authenticated by the means referred to in the previous paragraph must be translated by an official translator. Costs

The certificate of equivalence is free of charge for students in compulsory schooling. In all other cases, it is subject to the payment of a fee of 3.00 (three) Euros.

If foreign citizens have their own permanent residence outside Portuguese territory, they may submit the original documentation required for the completion of the equivalence process to the Regional Directorate of Education, by registered post with acknowledgment of receipt.

Required Documents

In the absence of documents proving educational qualifications (such as certificate and/or diplomas), authenticated and translated under the terms of the provisions of Article 7 of Decree-Law no. 227/2005, of 28 December, and in accordance with the stipulations of Article 10 – “Special Situations” – of the same legislation, the following documents must be submitted:

1) A sworn statement by the person himself or herself, if of legal age, or of his or her guardian or legal substitute, if a minor, indicating the years of school attendance in the country of origin, if possible;

2) Declaration issued by an entity with jurisdiction for this purpose (such as the Foreigners and Borders Service – SEF, Portuguese Refugee Council – CPR) justifying the exceptional situation of the applicant “Refugee Status”.

If the applicants hold any documents that could serve as references as to their educational qualifications, they should be included in their process.
In the case of students in the 1st, 2nd or 3rd year of primary education in a situation of repeated “deadlock”, subject to consultation with the Regional Directorate of Education (DRE), when submitting authenticated and/or translated documents, who are in the situation provided for in Art. 10(1) of DL 227/2005, of 28 December, and who have successfully completed at least one school year in the Portuguese education system, who are deemed unable to meet the provisions of paragraph 2 of the same article, the school principal may, subject to a justified opinion, dispense with the application of paragraph 3 of the same article and thereby decide on the placement of the student in the school year in which he or she achieves success. With the exception of the following applications:
– Equivalence for refugees;
– Equivalence for work (applicants outside school age).
