People in a situation of economic or social difficulty, not covered by the protection of the mandatory contributory schemes can benefit from the Non-contributory Scheme, which is materialized by the allocation of the following benefits: Social Unemployment Allownce; Diasbility/ Old Age Social Benefits Prestações sociais de Invalidez/Velhice; Death Benefits; Pension Supplement for Senior Citizens; Social Supplements; Social Integration Income.
The allocation of these benefits does not require the payment of contributions but depends, among other requirements, on residing in Portugal. In the case of foreign citizens not treated as nationals under international social security instruments, refugees and stateless persons, the access to benefits may depend on minimum periods of legal residency or legally equivalent situation.
Family members of foreign citizens can benefit, in terms of social security, of family protection in the following events: Family Allowance; Disability related allowances; Dependency related allowances.
However, the allocation of these benefits depends on residing in Portugal, except in the case of citizens covered by a community regulation or international convention to which Portugal is bound, which provides otherwise.
